Multi-project manager or change manager. You could also call this position that. The Shared Service Centre ICT in The Hague, one of the largest ICT service providers of and for the national government, is in full transition. And it's up to you to initiate, steer and implement several large-scale security projects. Your goal: to take the national government's information security to the next level.

Are you ready for one of the most challenging IT security tasks within the central government? In fact, within the whole of the Netherlands? That's great. Because your assignment doesn't lie. Over the next eighteen months you will play a crucial role in the transition of the Shared Service Centre ICT (SSC-ICT). Not only will you initiate change, you will also manage progress, quality, integrity, risks and finances. But you are not on your own. The Transition programme consists of five tracks; in addition to Security - your track - these are Control, Service, Technology and Organisation. So you work closely together with the four other transition managers and the transition director. Together, you take the various teams and managers of SSC-ICT with you in the change assignment.

In order to continue to meet the high security requirements, a professionalization of the organization, processes and technology is a must. You will redistribute responsibilities and work, contribute to the separation between management and execution, and strive for more standardization and automation of our systems. And believe us, there are many of them. Our tasks in the field of IB, IV and security cover the full spectrum of hardware and software: from the government data centre to 55,000 workstations of driving personnel in the Netherlands and at 180 embassy posts.

What makes your assignment so challenging is that we renovate while the shop is open. You define and develop a large number of initiatives to improve information security, but at the same time ensure that the current level is maintained. Not only do you come up with solutions for the improvements we want to implement, but you also know how to create support for them. How you bring the department managers and teams into this is up to you. In any case, you make sure that the supporters are always well informed about the plans and results, for example through quarterly meetings. You also keep stakeholders outside the organisation informed about your improvement programmes. For example, you link up with our customers at board level.

More about your future programme

The transition:

SSC-ICT has taken up the second major challenge in its history. The first challenge consisted of consolidating the IT departments of different departments into a new service organization. The second challenge was to securely and sustainably transform the current SSC-ICT into a future-proof ICT service provider that meets the needs of its customers. The focus here is on completing the earlier merger, shaping a clear service concept and increasing its effectiveness.

Preparations for the Transition Programme started in 2019 and as of 1 January 2020 a Temporary Work Organisation has been set up for the entire SSC-ICT. This will complete the mobilisation phase and start with the realization and implementation phase for which a year and a half has been earmarked.

The Transition programme is structured along five tracks (Steering, Organisation, Services, Security and Technology) and uses an iterative, short cyclical approach.

During the transition, processes will be simplified and the supporting automation improved. In this way, the added value for the customers is increased by delivering faster and better results at lower costs. Moreover, this makes the work smoother and more enjoyable.

Function requirements

  • You have a wo-level and extensive work experience in the field of information security.
  • You have experience with formalised and protocol-based measures and preferably with working with the National Audit Service.
  • You have experience in leading change and improvement processes.
  • You have experience with agile work.

Competencies

  • You can drive change and use your natural superiority and persuasiveness to create support and enthuse multiple teams and team leaders.
  • You have a feeling for what is going on in the organisation, you feel the political and managerial interests and you know how to act on them.

Terms of employment Arbeids­voorwaarden

Salary level scale 14

Salary description Within scale 14 your gross monthly salary is between € 4.794,- and € 7.046,- depending on your education and experience, based on 36 hours per week. The gross annual salary for this scale, including the individual choice budget (IKB), amounts to a maximum of € 98.393,-.

Details

Due to internal organisational developments, SSC-ICT is currently only able to recruit on the basis of a temporary contract. Secondment is possible for permanent civil servants.
